  1. Heat oven to 350 degrees. In saucepan, heat caramels with lowfat milk. In large bowl, beat brown sugar and butter, add in flour, oats, soda, and salt. Reserve 1 1/2 cup of crumb mix, press remaining into 13 x 9-inch pan. Mix brownie, water, oil, and egg. Pour caramel over crust. Pour brownies over caramel. Sprinkle on remaining crust mix. Bake at 350 degrees for 30-40 min.
