  1. In a large, heavy skillet, saute onions in oil until tender (10 minutes)
  2. In a blender or ood processor, blend garlic with molasses, sugar and enough lemon juise to make a paste.
  3. To the onions, add remaining lemon juice, garlic puree, soy sauce and pepper. Bring mixture to a boil, lower heat and simmer until thickened (1 hour)
  4. When the sauce is almost done, preheaat oven to 450 F. Arrange fish on baking pans.
  5. Spread each serving with a generous tablespoon of the sauce and two tomatoe slices. Cover pans tightly with foil and bake until fish starts to flake (20 minutes).
  6. Remove foil, turn the oven to 500 F. and bake for 5 more minutes.
