  1. Cut ribs into serving size pcs. Add in vinegar and water to cover. Bring to a boil, reduce heat and simmer one hour. Drain. Combine soy sauce, sugar, and pepper to make a marinade. Pour over the ribs, turning frequently to coat each piece.
  2. Remove ribs from pot, shake in a brown paper bag with flour.
  3. Brown ribs with oil in a skillet. Place in a casserole dish. Pour over with sweet and sour sauce.
