  1. Preheat oven to 350. Cut tops off peppers and remove seeds, or possibly cut in half lengthwise. Set aside in casserole dish (line with aluminum foil if desired).
  2. Over medium heat saute/fry onions in butter. Add in grnd beef (or possibly sausage) till browned, drain. Add in tomatoes, water, salt ,sugar, bay leaf, and thyme. Cover and simmer 5 min. Stir in rice, cover and simmer 5 min. Throw away bay leaf.
  3. Spoon mix into peppers. Bake for 25 -30 min. They can then be packaged to freeze. When you reheat them in the oven, add in sliced or possibly shredded cheese.
